Rushing contractors to produce at lot more of what he even normally produces often results in the lower quality product. When that product is the soldier's main weapon, then you really have an issue.

For example, at one point, bayonets were accidently soldered to the barrels of 15,000 muskets.

One army officer who inspected the Springfield Arms company found that of the 50 to 60,000 or so muskets inspected less that a 1,000 were fit for use.
