Officially the Army of the North was defined as Military District No. 9 with Maj. Gen. James Wilkinson commanding:

14,356 Regulars

4,052 at Lake Champlain
3,668 at Sacket's Harbor
6,636 on the Niagara Frontier

Of these 2,528 were listed as non-effectives.
