Lt. James Scott wrote after the war that Adm. Cockburn had "fixed his eye of particular interest upon Washington . . . every measure he adopted was more or less remotely connected." to his goal of attacking Washington.

No surprise then that Washington was attacked before Baltimore, except to Secretary of War Armstrong.
