Brigadier General Thomas Flournoy

Flournoy replaced Gen. Wilkinson as commander in New Orleans on July 18, 1813. He was effectively a Georgia lawyer with connections and no military ability. He was openly insubordinate, refusing to send troops to support Jackson's operations against the Creeks and gathered the resentment of all the locals.

The best thing that can be said for him is that he was successfully replaced by Jackson on May 22, 1814, before the British attacked New Orleans.
